Instructions
Prepare the brownie base:

Preheat oven according to brownie mix instructions.

Line an 8×8 or 9×9 pan with parchment paper.

Prepare the brownie batter and pour it into the pan.

Bake and let cool completely.
Heat-treat the flour (makes cookie dough safe):

Spread flour on a baking sheet.

Bake at 350°F (175°C) for 5 minutes or microwave in 30-second bursts until it reaches 165°F.

Cool.
Make the cookie dough layer:

Beat softened butter, brown sugar, and granulated sugar until creamy.

Add milk and vanilla.
-
Add flour and salt; mix until smooth.

Fold in mini chocolate chips.
Assemble:

Spread the cookie dough evenly over the cooled brownie layer.

Chill for at least 1 hour for clean slicing.

Cut into small squares or bites.
